Document Verification & Quality Control
Review factory audits, quality systems, product tests and the order inspection plan separately
These are descriptions of standards and audit frameworks, not proof that this factory or any product is certified. Where specific records are not published, first confirm whether suitable records exist for your project, then verify the entity, model, scope and dates.
BSCI
amfori (Business Social Compliance Initiative)
- Scope:
- Social compliance & ethical labor audit of the manufacturing facility.
- Market:
- Confirm whether the buyer requires a social audit and its scope.
ISO 9001
ISO standard; certification is performed by external bodies
- Scope:
- Quality management system requirements; verify the certified entity and activities from actual records.
- Market:
- A quality-system record, not a product test or automatic market-entry approval.
ASTM F963
ASTM International standard / applicable CPSC requirements
- Scope:
- US toy safety: mechanical, flammability and chemical testing.
- Market:
- For US toy sourcing, confirm applicable requirements, tests and certification responsibilities by product and age.
EN 71
European toy-safety standard series
- Scope:
- EU toy safety: mechanical, flammability and element-migration parts.
- Market:
- Review applicable parts and versions alongside other EU product requirements; an EN 71 report alone is not the whole conformity process.
CE
EU conformity marking
- Scope:
- Manufacturer conformity assessment, technical documentation, declaration and marking; not approval by an EU authority.
- Market:
- Required to place toys on the EU market.
GB 6675
China National Toy Safety Standard
- Scope:
- China toy safety: general, mechanical, flammability, element migration.
- Market:
- Mandatory standard for toys in the Chinese domestic market.
Plan quality checks for incoming materials, cutting, in-process work, finished goods and pre-shipment review. Agree on inspection items, sampling or full-check scope, acceptance criteria, record format and release responsibilities before ordering. Factory QC does not replace applicable laboratory testing.
What Should You Verify When Comparing Suppliers?
| Sourcing decision | Evidence to request | What to agree |
|---|---|---|
| Contracting and production | Business entity, site address and subcontracting scope | Who contracts, manufactures and owns quality decisions |
| Quotation inclusions | Design, sample, material, packaging, testing and freight items | Charges, payment milestones and change handling |
| Sampling and approval | Design deliverables, sample specs and revision history | Revision rounds, fees and approval gates |
| Quality plan | Inspection items, sampling scope and example records | Acceptance criteria, release owner and dispute process |
| Factory and product records | Entity, product model, scope and document dates | Target market, document gaps and responsibilities |
| Production and delivery | Material readiness, production slot and freight plan | Update frequency and arrival target |
Buyer Questions
- What's the difference between OEM and ODM?
- The main distinction is responsibility for design development: in OEM, the buyer typically provides the design and specification, while the factory reviews feasibility, samples and manufactures. ODM starts from a brief or concept with an agreed factory design-development role. The label does not determine IP ownership; agree separately on design rights, reusable components, exclusivity and licensing.
- Can I do ODM without a design file?
- Start feasibility review with sketches, references, a logo or a written brief. The published team includes 50+ designers and pattern makers. Confirm design deliverables, revision rounds, sample charges, any credits and scheduling in the written quotation; meeting MOQ does not automatically make design work free.
- What's the MOQ for OEM/ODM?
- MOQ is per design and depends on finished size: 3,600 pcs for under 20 cm; 2,400 pcs for 20–35 cm; 1,200 pcs for 35–50 cm; 800 pcs for over 50 cm. State the quantity for each design and colorway in your brief; confirm the applicable tier for products exactly at the 20, 35 or 50 cm boundaries.
- What are the sample and production lead times?
- Standard sampling typically takes 7–15 working days. Complexity, material availability and revision rounds affect scheduling. Confirm design fees, sample charges, any credits and included revisions in the written quotation. Sample shipping is separate. Production typically takes 30–45 days after sample approval. Development, revisions, testing, packaging approval, freight and customs need separate allowances. Provide the required arrival date and destination; rush feasibility must be confirmed for the project.
- Which factory and product documents should buyers verify?
- First verify the business entity and factory records, then match test reports and required documents to the product, materials, intended age and sales market. BSCI auditing, ISO 9001 systems and product testing are different matters; names or logos on a website do not establish compliance for every product.
- How should buyers compare a factory and a trading service?
- Compare the actual contracting entity, production location, subcontracting scope, sampling and production responsibilities, inspection records, quotation inclusions and schedule. A factory or trader label alone does not establish quality or speed. Agree on site-review arrangements, document checks and progress reporting before contracting.
- How should NDA, design ownership and exclusivity be agreed?
- Before sharing sensitive designs, confirm whether an NDA is signed and which parties, purposes, recipients and duration it covers. Agree separately on ownership of deliverables, modification rights, reusable components and exclusive selling scope. A website service description is not an executed agreement.
- What happens if a quality issue is found after shipment?
- Record the batch, affected quantity, photos and example defects, then review them with the agreed contacts against approved specifications and inspection records. Before ordering, agree on notification, acceptance criteria, investigation and any applicable rework, replacement, costs and responsibilities. Compensation or insurance depends on the effective contract and policy scope, not an automatic full-cost guarantee.
